County Sheriff's Law Enforcement (SLEP)

SUPPORT!

Amending the IMRF Article of the Pension Code by increasing the SLEP retirement formula to allow for a maximum benefit of 80% at 30 years of service.

SUPPORT!

Amending the Downstate Police and IMRF Articles of the Pension Code to allow members to transfer up to 8 years of creditable service, on a day for day basis, between funds.

SUPPORT!

Amends IMRF Pension Code provisions restricting the return to employment after receiving early retirement benefits to exclude return by election to office.

Chicago Police

SUPPORT!

Amending the Chicago Police Article of the Pension Code to base benefits on the salary on the last day of service or during the last year of service, whichever is greater. Also, increases the maximum pension for persons who retire from 75% to 80% of salary.

SUPPORT!

Amending the Chicago Police Article of the Pension Code to provide a compounded 3% annual increase in surviving spouse annuities.

Downstate & Suburban Police

SUPPORT!

Amends the Downstate Police Article of the Illinois Pension Code to increase the pensions of persons with over 20 years of service. Increases the maximum pension from 75% to 80% of salary. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

SUPPORT! HB 4837 - DROP Bill

Amends the Downstate Police Article of the Pension Code to provide for a Deferred Retirement Option Plan, under which a police officer who is at least age 50 with 20 years of service may continue in active service for up to 5 years while having his or her retirement pension paid into a special account, to be distributed to the police officer upon retirement.

Police Accountability & Due Process

SUPPORT!

Amending the Illinois Public Labor Relations Act to provide the submission of disciplinary matters to grievance and arbitration procedures as a mandatory subject of bargaining.

SUPPORT!

Amending the Uniform Peace Officers’ Disciplinary Act by defining “interrogation” to mean the verbal questioning of an officer, or ordered written report, during an informal inquiry, or pursuant to formal investigation procedures. Also amending the Board of Fire and Police Commissioners Act and the Sheriff’s Merit Commission Act to provide that those Acts shall not be construed to limit or prohibit any municipality, subject to the Illinois Public Labor Relations Act, from bargaining collectively discipline and discharge procedures including arbitration procedures for the appeal of decisions of the Board of Fire and Police Commissioners and the Sheriff’s Merit Commission.

Amending the Illinois Public Labor Relations Act to provide for mandatory release time to conduct union business.

Police Promotions

SUPPORT!

Amending the Illinois Public Labor Relations Act to provide that employers' duty to bargaining collectively includes negotiating promotional issues with the certified representative of any peace officer bargaining unit from which promotions will be made to the next highest rank outside the unit.

Police Licensing

SUPPORT!

Amending the Illinois Police Training Act by requiring full-time and part-time officers to be licensed rather than certified. The legislation provides that the Illinois Law Enforcement Training & Standards Board will require municipalities to furnish personnel rosters, employment status reports, and annual training plans to the Board.
